Nevada state companion to GT&P. Extends State Personnel System (NRS Ch. 284), Nevada Public Records (NRS Ch. 239), and Nevada False Claims Act (NRS Ch. 357) as qui tam authority.
THE NEVADA GOVERNMENT TRANSPARENCY & PERFORMANCE ACT (NV-GT&P)

SECTION 1. SHORT TITLE
This Act may be cited as the “Nevada Government Transparency & Performance Act (NV-GT&P).”
SECTION 2. LEGISLATIVE FINDINGS AND INTENT
The Legislature finds that Nevada’s State Personnel System operates under NRS Ch. 284; that Nevada Public Records Law operates under NRS Ch. 239; that the Governor’s Finance Office operates under NRS Ch. 223 and Ch. 353; that the Fiscal Analysis Division of the Legislative Counsel Bureau operates under NRS Ch. 218F; and that Nevada enacted the Submission of False Claims to State or Local Government Act under NRS Ch. 357 (general FCA). This Act extends these frameworks.
TITLE I — DEFINITIONS & COORDINATION WITH NEVADA LAW
Sec. 101. Definitions
- (a) “GFO” means the Governor’s Finance Office.
- (b) “Publicly visible outcome” means a metric published under Sec. 201.
- (c) “NV-FCA” means NRS Ch. 357.
Sec. 102. Coordination with Existing Nevada Law
- (a) Consistent with:
- NRS Ch. 284 (State Personnel).
- NRS Ch. 239 (Public Records).
- NRS Ch. 223 and Ch. 353 (GFO).
- NRS Ch. 357 (False Claims).
TITLE II — OUTCOME-BASED BUDGETING
Sec. 201. Outcome Metrics for Covered Programs
- (a) Each covered program in the State Budget shall publish at least three outcome metrics.
- (b) GFO shall publish the Nevada Outcome Dashboard in machine-readable form.
Sec. 202. Fiscal-Note Outcome Integration
- (a) Fiscal Analysis Division fiscal notes shall identify outcome metrics from Sec. 201.
TITLE III — CIVIL-SERVICE MERIT PROTECTIONS
Sec. 301. Codification of Performance-Standards Protections
- (a) NRS Ch. 284 is amended so that nothing precludes policy-influencing-position classifications with publicly posted performance standards.
- (b) Consistent with NRS Sec. 284.143 (unclassified service).
TITLE IV — NEVADA FALSE CLAIMS ACT AMENDMENT
Sec. 401. Credentialing and Outcome-Data Fraud
- (a) NRS Ch. 357 is amended to clarify that a person presenting a materially false or fraudulent claim involving NVRMC, Federal FRAC, or NV-OBSA outcome data is liable to the State for a civil penalty and treble damages.
Sec. 402. Whistleblower Award
- (a) A whistleblower whose information leads to recovery shall receive between 15 and 30 percent of the State recovery under NRS Sec. 357.210, as determined by the Attorney General.
TITLE V — IMPLEMENTATION & GENERAL PROVISIONS
Sec. 501. Severability
If any provision is held invalid, the invalidity shall not affect the remainder.
Sec. 502. Effective Date
This Act shall take effect the general effective date following the legislative session.
